I've only really dabbled in making CC so maybe someone with more experience could shed some more light on the situation. I'm thinking that the lack of consistency confuses Sims 4 Studio when it tries to assign the meshes to the different LODs and hat-wearing states, and that's why you get what appears to be a misassigned hat mesh when you zoom out. In the one you linked, LOD 0 (the up-close high-detail one) has six meshes and the other three LODs don't have consistently-named meshes. In a normal hair each LOD has three different meshes: one regular mesh and two 'hat chop' meshes that are used whenever a hat is worn. package is put together really strangely.
